The Policies & Registry framework of The United Monarchy of Giezwa explains to the public how Citizens in Waiting membership is protected, verified, administered, documented, and connected to the larger UMG institution. It is designed so that a person can understand what happens from the moment they first register their email through the future formal application process, KYC / identity verification, eligibility review, membership approval, credentials, good standing, participation in qualifying UMG programs, corrections, status changes, and preservation of their Founding Era membership history.

This page is intended for applicants, approved members, families, partners, researchers, media, visitors, and members of the general public. It explains how the system works without publishing private application files or restricted UMG information. The Citizens in Waiting registry is not intended to become an open database containing identification documents, raw KYC records, biometric information, financial information, home addresses, private family information, background-review material, information concerning minors, privileged legal information, security-sensitive information, or other protected records. Public transparency means explaining the system clearly; it does not mean making private records public. 

Citizens in Waiting should be understood as one organized membership relationship across the wider institution of The United Monarchy of Giezwa.

An approved member may eventually interact with many different parts of UMG. Those may include the Crown and Royal House, the Office of the Monarch, Government Structure, Ministries, institutions, educational programs, cultural initiatives, economic-development programs, Royal events, public archives, development projects, international-development programs, humanitarian initiatives, technology programs, community activities, or other future opportunities.

The registry creates continuity between those experiences.

However, it does not replace the separate rules of each UMG institution or program.

A person can be an approved Citizen in Waiting without automatically being an employee, advisor, Ministry official, Royal House member, appointed officer, contractor, student, development participant, event participant, or member of every specialized program.

Each opportunity must be understood according to its own eligibility, status, capacity, qualifications, agreements, and applicable rules.

The Citizens in Waiting framework exists within the broader institutional structure of UMG.

The Crown is the principal internal leadership and continuity center.

King Giezwa Monarch is recognized within UMG as its Founding Monarch and principal internal dynastic and institutional leader.

Queen Teyaira Monarch serves as a principal figure of Royal House continuity, family stewardship, ceremony, advisory support, cultural preservation, and regency where properly authorized.

The UMG Monarch Dynasty functions within UMG as the Founding Royal House and preserves Crown continuity, succession, Royal titles, ceremonies, genealogy, the Ruling Tree, Royal archives, family history, institutional memory, and generational stewardship.

Citizens in Waiting are expected to recognize and appropriately respect these internal roles when participating within UMG. At the same time, a Royal title does not automatically give every title-holder unlimited authority over every member, office, program, or area of a member's private life. UMG's Royal House framework itself connects Royal status with service, continuity, historical preservation, education, ceremony, development, and preparation of future generations rather than an automatic external governmental privilege. 

The registry should work with the entire public website rather than operating as an isolated membership page.

Public Administration supports records, correspondence, applications, corrections, administrative procedures, and traceable institutional processes.

Government Documents preserve the approved governing record.

The Legal Information Center explains external filings, legal status, verification resources, applicable-law boundaries, and the difference between UMG's internal terminology and rights recognized by outside authorities. UMG's existing public Government Overview specifically separates these functions so visitors can distinguish organizational structure, governing records, and legal meaning. 

The registry also connects with Royal Traditions & Events, the Founding Coronation, the Royal Archives, Gallery & Media, Royal Heritage, and The UMG Monarch Dynasty pages. These areas preserve ceremonies, culture, family continuity, public history, photographs, films, official documents, Royal traditions, and Founding Era milestones.

The development system connects through Development Overview, Land & Infrastructure, Economic Development, Education & Technology, and International Development. Membership may eventually provide access to certain qualifying programs associated with these areas, but participation remains subject to the real status and requirements of each project. The official registry framework now expressly connects these development pages to the Citizens in Waiting system.

These pages should use consistent definitions so a person does not receive one version of their status on one UMG page and a conflicting version somewhere else.

Before formal Citizens in Waiting applications become active, the first public step is the Early Notice List.

A person provides their email and approved basic contact information so UMG can notify them when applications open and communicate official Citizens in Waiting information.

Joining the Early Notice List means:

INTEREST RECORDED.

It does not mean:

APPLICATION APPROVED.

It does not mean:

KYC COMPLETED.

It does not mean:

MEMBERSHIP GRANTED.

And it does not mean:

CITIZENSHIP GRANTED.

The registry intentionally separates email interest from formal membership so UMG can maintain an accurate record of who has simply expressed interest and who has actually completed the later membership process. 

When formal applications open, applicants will move from the Early Notice List into the actual Citizens in Waiting application process.

That process is intended to include KYC / Identity & Compliance Verification.

KYC may help UMG confirm that an applicant is who they claim to be, verify age or required consent where necessary, reduce duplicate and fraudulent applications, prevent impersonation, and support legitimate safety, compliance, and program requirements.

Before applicants provide sensitive information, UMG should explain what information is being requested, why it is needed, how verification will occur, whether a qualified third-party provider is involved, who can access the information, how it is protected, and how corrections may be requested where appropriate.

It means the required verification step has been completed.

UMG must still make the membership decision. 

The public registry framework uses clear status language so applicants and members can understand where they are in the process.

EARLY NOTICE LIST means email registration only.

APPLICATION INVITED means the formal application has become available.

APPLICATION SUBMITTED means UMG has received the application.

KYC PENDING means required verification remains incomplete.

KYC VERIFIED means the required identity/compliance verification step has been completed.

UNDER REVIEW means the membership decision is being reviewed.

ADDITIONAL INFORMATION REQUESTED means UMG requires further information or clarification.

APPROVED means internal Citizens in Waiting membership has been granted.

ACTIVE / GOOD STANDING means an approved member currently remains eligible under the applicable UMG policies.

RESTRICTED / UNDER REVIEW identifies a temporary internal restriction while an administrative, safety, or conduct matter is reviewed.

SUSPENDED means internal participation has been temporarily suspended.

DECLINED means the application was not approved.

WITHDRAWN means the applicant or member voluntarily ended their participation.

TERMINATED means the internal Citizens in Waiting relationship has ended under UMG policy. 

Good Standing is an important part of the Citizens in Waiting framework.

An approved member in good standing remains eligible under current UMG policies, represents their membership honestly, follows applicable requirements, and has not been suspended or terminated.

Over time, good-standing history may become relevant to member-priority events, volunteer programs, educational opportunities, entrepreneurship programs, special projects, internal appointments, restricted participation opportunities, recognition programs, or future UMG-created benefits that expressly consider membership history.

Good standing should never become a popularity contest or a system of personal favoritism.

UMG should use defined rules, documented decisions, and fair administration. 

As UMG grows, approved Citizens in Waiting may experience an expanding range of benefits.

Those may include official member communications, qualifying educational resources, cultural programs, community initiatives, member events, internal credentials, entrepreneurship programs, humanitarian activities, development opportunities, technology programs, volunteer participation, member recognition, and other benefits that UMG actually establishes.

The public website should clearly identify the real status of each opportunity.

UMG's upgraded framework uses labels including:

This prevents an idea that UMG plans to create later from being presented as something every member is entitled to today. 

The Citizens in Waiting system may maintain separate record layers rather than placing every piece of information into one profile.

These may include an Early Notice / Communications Record, Formal Application Record, KYC / Verification Record, Membership Record, Program-Specific Record, Credential Record, Good-Standing History, Correction History, Status-Change History, Public-Safe Recognition Record, and Archive / Audit Record.

Separating the records makes it easier to limit access.

A person who only needs to know whether a membership credential is active should not automatically receive access to the person's identity documents or KYC information.

A program administrator who needs to verify eligibility for a particular program does not automatically need access to unrelated financial, family, or background information.

The public book explains these record layers specifically so readers understand that transparency about membership does not require disclosure of the underlying private file. 

The central public privacy rule should be simple:

COLLECT ONLY WHAT IS REASONABLY NECESSARY.

USE IT FOR THE PURPOSE DISCLOSED.

LIMIT ACCESS ACCORDING TO ROLE.

PROTECT THE INFORMATION.

DO NOT PUBLISH SENSITIVE INFORMATION JUST BECAUSE UMG POSSESSES IT.

Where external law gives applicants or members additional privacy rights, those external rights remain applicable. UMG policy should not be used to reduce a person's legal rights under applicable law. 

If UMG later establishes a public Founding Era member directory or public credential-verification system, information approved for public use may potentially include an approved display name, Founding Era membership year, approved public membership status, credential authenticity, an approved public UMG program role, or selected historical milestones.

The public registry should not expose government identity documents, identification numbers, raw KYC files, biometric or facial-verification data, background-review information, financial or banking information, private addresses, private telephone numbers, personal email addresses, custody information, sensitive family records, internal administrative notes, or protected information concerning minors. 

Approved Citizens in Waiting may later receive UMG membership cards, digital credentials, QR verification, wallet passes, registry confirmations, or ceremonial certificates when those systems become operational.

The registry should allow UMG to know whether a credential is authentic, active, replaced, expired, restricted, or revoked.

A future public verification page should confirm authenticity using the minimum amount of information necessary.

A Citizens in Waiting credential confirms an internal membership relationship with UMG.

It is not automatically government-issued identification, a national identity card, a visa, proof of nationality, a passport, or a recognized travel document. 

Applicants and members should have a reasonable process for correcting inaccurate registry information, updating contact information, reporting a credential problem, questioning an incorrect status, or requesting appropriate review of an apparent administrative mistake.

UMG should preserve the history of significant status changes instead of silently rewriting the record.

A correction can update an error while still preserving the fact that a change occurred where historical or legal retention is appropriate. 

Programs involving minors require stronger privacy, consent, and supervision controls.

UMG may maintain parent or guardian consent information, age-appropriate program status, or other necessary participation records while protecting the child's private information.

A family-oriented account may simplify administration, but one adult family member should not automatically control another adult's independent Citizens in Waiting membership record. 

The registry also protects the integrity of UMG.

False applications, deliberate misrepresentation, impersonation, unauthorized credential copies, altered official records, misuse of UMG seals or branding, false claims of Royal or institutional authority, harassment, threats, or significant interference with legitimate UMG programs may affect eligibility or good standing.

A complaint or accusation should not automatically become a finding.

UMG should preserve the relevant information, conduct an appropriate fact-based review, limit unnecessary public disclosure, and document the resulting decision. 

Citizens in Waiting will continue evolving as applications, KYC, credentials, programs, benefits, technology, and UMG's international relationships develop.

Policies should therefore have dates and versions.

Significant changes should be made through public notices, effective dates, updated editions, and preserved version history rather than silently changing what members were previously told.

This makes it possible for future generations to understand what the policy was, when it changed, what replaced it, and how the institution developed during its Founding Era.

An approved Citizen in Waiting may build a documented record showing when their relationship with UMG began, whether required KYC was completed, periods of good standing, approved program participation, credential history, and other legitimate milestones.

That history can become evidence of a genuine relationship with UMG during the Founding Era.

UMG states that international agreements are already in place while additional international rights, permissions, and long-term arrangements remain under development and serious negotiation. Existing agreements should be understood according to their actual legal effect, while rights that remain under negotiation should not be represented as final before they are lawfully established. 

If a future competent country, host-jurisdiction agreement, or applicable law creates a lawful residency, nationality, civic-participation, or dual-citizenship pathway, that future framework may choose to consider prior Citizens in Waiting membership, KYC history, good standing, length of relationship, or other criteria.

That is a future possibility, not a current promise.

Any future external citizenship, dual citizenship, nationality, residency, immigration status, or priority consideration would exist only because the competent authority, controlling agreement, and applicable law actually create it.

The Citizens in Waiting registry is not a civil registry of a recognized sovereign state and does not independently establish citizenship or nationality, immigration status, residency rights, visa rights, diplomatic status, diplomatic immunity, government-issued identification, passport status, recognized travel-document rights, public governmental office, voting rights under public law, police authority, military authority, or another external legal privilege. 

Formal applications are intended to include KYC / identity and compliance verification. KYC information should be collected only for legitimate administrative, verification, safety, fraud-prevention, compliance, or program purposes; protected using reasonable safeguards; restricted according to role; and excluded from public records unless particular information is lawfully approved for public release. A future public credential-verification or membership directory should expose only public-safe information and not the underlying private member file. 

Citizens in Waiting approval, good standing, restriction, suspension, withdrawal, or termination concerns a person's UMG relationship. Membership does not guarantee employment, compensation, grants, scholarships, housing, land, contracts, investments, immigration benefits, citizenship, dual citizenship, or another future external legal status. Those rights or benefits must arise from the separate program, agreement, contract, award, competent authority, or applicable law that actually creates them. 

Material changes to the Policies & Registry framework should be published through dated policies, effective dates, public notices, and preserved version history so the Founding Era record remains accurate and traceable.
